PSA Corporation’s Group President, Khoo Teng Chye, will be leaving PSA on 1 May 2002 and joining Mapletree Investments Pte Ltd, a wholly-owned subsidiary of Temasek Holdings, as its President and CEO on the same date.
Mapletree houses part of PSA’s non-port properties, including The HarbourFront project that were transferred to its parent, Temasek Holdings, in December 2000.
Mr Khoo was CEO and Chief Planner of the Urban Redevelopment Authority before he joined PSA on 1 May 1996. During his six years with PSA, he helped steer PSA through its transformation from a statutory board to the multi-national company it is today: Corporatised in 1997, the company expanded internationally into China, Europe, the Middle East and South- and North-east Asia, as well as develop new businesses like logistics, marine and Portnet.com, PSA’s e-business subsidiary.
Several initiatives were implemented during his tenure, including making PSA a more customer-focused company. These included the Total Customer Support programme, the quarterly “Chat Time” with its customers and the conclusion of the first “Virtual Terminal Agreement” with key customers. Mr Khoo was instrumental in building up PSA’s property business with projects like The HarbourFront in Singapore and similar harbour front projects in San Francisco and Dalian.

He understood the need to focus on the customer and the market place and to capitalise on our core strengths to grow our businesses, both in Singapore and overseas. He encouraged our staff to constantly throw up new ideas to improve our operations and processes. He believed in and helped develop a strong management team at PSA – through infusion of talent at all levels as well as career planning and training programmes to upgrade talents within the organisation.”

Khoo Teng Chye graduated with a 1st Class Honours degree in Civil Engineering from the Monash University, Australia in 1975. A President-cum-Colombo Plan Scholar, he also holds a Master of Science degree in Construction Engineering and a Master of Business Administration degree from the National University of Singapore. He attended Harvard University’s Advanced Management Programme in 1992 and is a Fellow of the Institution of Engineers, Singapore.
